Clear Coat Won't Get Shinny?

I just painted my surfboard, and then clear coated it, to protect the paint, and make it look like the original epoxy and fibergl top layer. The clear coat came out blotchy, so I wet sanded it down, increasing grits, but it still looks dull. I even used a car buffer to try to shine the clear coat up, but no luck. Any suggestions?
