What anime has an armpit licking scene?

I saw this clip on youtube years ago from this anime that had overtones (possibly ). Pretty much this blond character asked her servant (green or brown haired) to clean her by licking her armpits. I believe the last lines were "Are you saying you don't want to?" and then the servant commences. I also believe that the anime had a chinese name to it, not Japanese. It was set in feudal times and the blond is queen of some tribe, but it is also fictional and campy so armor is really bright on big.
