Shasta Daisy Not Blooming:(?

Daisies are biennials. They produce vegetation the first year and flowers the second. Your plants were two years old when you bought them. Sometimes biennials will bloom again, sometimes they won't. Daisies are a bit demanding. They like well drained soil with a lot of organic manner(compost) in it. They also need to have their soil arreated.
