I'm only 14 and my hands look old!?

Well yea im 14 and my hands are dry and have wrinkles and veins. I have so many lines on the palm of my hands. And my hands are unnaturally colored. they are pale but around the knuckles they are red. Also my legs and arms are usually pale and red and splotchy, so i always wear pants even though i want to be able to wear shorts. my legs also have visible veins everywhere. why is this and how do i help it?
